In March 2015 Joseph Poon and Tadge Dryja released a draft paper showing how bitcoin microtransactions could be safely routed through arbitrary paths off the bitcoin blockchain, with only minor changes to bitcoin itself. In the excitement that followed, Rusty Russell was hired by Blockstream in June to try to implement their ideas.
